Guessing the rope gets winched around the cylinder with the handle and ratchet.

Maybe something like a carpet stretcher?

Possibly to hold strands for weaving or making rope? The metal foot on the end looks like it is designed to gain leverage for prying or stretching.

Carpet has been around for centurys...

I wonder how much it is going to sell for on eBay???

I knew rugs were around for centuries, but I always thought Wall-to-Wall Carpeting was only really popularized during the Post WW II era. The affordability of the vacuum cleaner obviously helped this become popular. But I can't imagine how dirty carpeting would get in an 1890-1900 home. (You couldn't remove it easily like rugs and take them out for a semi annual beating). Carpeting back then musta been for the Hoity-Toity people! :)

A friend of mine has a hand vacuum that dates back to the 1880's from the patent date on the machine. He found it in the attic of his Grandparents home. His Grandmother came from a wealthy family, so it is my guess that they had carpets in the home that it was used on.

It has a handle the you pump, and a bellows that ***** from the bottom, and sends the air out the top after it goes through a filter. Being that the leather bellows is old and cracked, no one has tried to use it. Might just say that it is more of a curiosity piece....
