I just got a new rethreading kit and it has two rethreading files, one for metric and one for SAE; how do you use them? Thanks in advance ... :)

First you need to get the correct thread pitch. Then just line the messed up threads with the file and file away.

There's probably 4 sides to the file with each side for a different tread pitch. You line up the side that most closely matches the thread pitch of the fastener and you follow the the threads in the direction they're going. It's used to correct threads that have been mashed.
IMPORTANT:
Always push a file; never pull it!

The use of thread file…
First make sure the thread pitch of the file matches damaged thread. Either use a thread gage or by carefully lining up the crest’s of the file treads to the work piece. Clamp the work piece in a vise, then file away. In slow circular motions to follow the diameter of the work piece. Turning the piece a quarter turn or so in the vise from time to time. Using light pressure on the forward cutting stroke. And no pressure on the return stroke. The process is timely; but eventually you’ll feel the file making its’ way to the bottom of the thread. The thread can be checked by running a nut over the tread. However use only finger force, and if it’s tight. Go back to filing…
Soft bolts don’t take much effort. But grade 8 bolts take a lot more effort and patience.

When would you use the file, before or after a chaser?

Rather than or before. The file is made to remove any thread metal that is mashed down into the groves.
I start in clean thread and arc into the bad spots.
