For use in electrical environments, is my only guess. Just don't put your other hand on the head to get more leverage.
Or, protection for freshly painted body panels.

Early Snap-on insulated ratchet, before they started making full composite insulated ratchets.

Odd. My friend has a few VDE tools (ratchets/sockets/extension) that have that same finish except in red. It's like a hard plastic insulation with a PVC coating. Maybe this one has just been PVC dipped?

It is a ratchet condom. It keeps them from multiplying in the tool box when you are not looking. Nothing worse than sticky tools... :lol_hitti

Since it is a relatively newer sealed head ratchet, I'm thinking probably a do it yourself coating or shrink fit covering.
