If it was for barb wire, wasn't that pulled one wire at a time?

I think so, and I lay no claims to being a fence stretching expert, but that was the only thing I could think of. :headscrat

Only markings are a B in a circle followed by S 17 on the legs and a B in a circle followed by L25 on the neck.

That's what I was thinking with the hooks grabbing the rim and the neck to push the old tire off?? maybe sorta kinda... but that was before my time...:headscrat

Ok found another one

http://www.rubylane.com/shops/charmingandcheap/item/7243

$40 gets me two case of beer

This is a vintage automotive mechanic tool that was used to change tires on the old style rims. It has 3 jaws or clamps used to spread or as a retractor. This tool collapses a rim that has a joint across one side with a latch. It pulls it inside itself to make it smaller and then the tire and tube just lift off the rim. It works the opposite to push the rim back into the tire so that you can close the latch.” I was told by others it is a tool used on the old split ring rims. It has no manufacturer’s markings except for parts numbers such as 3, B1, B5 and B7. It measures approx. 17” long closed. It appears to be mostly cast iron.

It's for split rims. Not split ring. Two different things. Here are a few more:

Ok this is crazy, one goes for $350 and one for $90, the one I have looks like the $350 one with a straight handle vs the other ones with a more rounded handle and a brand name..

Going to need expert advice on how many cases of beer this is going to fetch...
