I'm not sure of the exact application ,but it is a drain plug tool.

I am going to go with Drain Plug removing tool!

The sizes are right, and the it would protect you from hot oil.

Just a guess though. And possibly what the first two characters in the code mean. Sometimes there is logic there.

I've seen plenty of Japanese cars with 14mm drain plugs, maybe that's it. Everything i work on (VAG cars) use a 19mm drain plug. 13/14mm is pretty small. :headscrat
