Patent number 1898121. Part number S-9023. Did a google search and came up vehicle spring spreader.

What type of spring are you going to spread with that?

The rear end springs of some late 30s fords. Also this tool was used as a body repair tool, works like a long screw jack, some of the parts are missing from this one.
