Until recently, I honestly thought ATD stood for Asian Tool Design because, they're largely imported versions of well known hand and specialty tools. Some are from Taiwan while others are from the PRC. They are heavily marketed. The tools I've seen haven't really impressed me for the prices they were asking. I would shop and compare before taking the ATD plunge and try to see and touch the tool to trully measure its quality if possible before buying.
I still believe that there are only a handful of tool factories in Taiwan or the PRC that put a variety of brand names on the same product they make.

As Krusty said they are a wholesaler. A lot of their specialty tools are made by the same companies Matco puts their name on. The hand tools are mainly imported, but for the price you can't beat some of their equipment. ATD and Grey Pneumatic has put a huge dent in the market for the tool dealers in our area. As someone mentioned above they are b/w 1/4th to 1/3rd the price of tool dealers. Just make sure you can put your hands on it before you buy it.
