Deck Kote? good? bad?

Asked my contractor for the "standard, glossy-finish epoxy" floor treatment. He talked me into using this newfangled product called Deck Kote. Already it's coming up in spots, it permanently absorbs spills/oil leaks, and it's not glossy. He's redoing it to my liking @ N/C. Can he just put normal epoxy over this with no problems? Or does the bad stuff have to be scraped off?

Even if he puts the best coating in the world OVER that it will ONLY stick to the Deck Kote!!!

If the deck Kote is coming up NOW it will continue to come up even if it has a NEW coating over it.

100% absolutely must ALL come off. Plus because he used this 'stuff' he MUST grind prep or shot blast the floor in order for the epoxy to stick. Acid etching is NO LONGER a possibility.

He MUST do this or he/you are wasting your time and money.

NO EXCEPTIONS.
