I found this tool at a swap meet and purchased it for $2. The head was rusted in place but I worked it free with some PB Blaster. I cleaned up the rust but there's no manufacturer name anywhere. I'ts a 1/2 " ratcheting wrench. You pivot over the head piece and slip it over the bolt. Then as you pull back on the handle a pall thats actually the top of the handle cams in and locks the bolt head in place. I bought it because it had the look of an SK with all the chrome and knurled handle. But no manf marks, just a set of numbers and a "1/2" for size. Anyone have any idea who the manufacturer is on this? I checked through a million pages of ebay and didn't see any items like it.

It looks old, it looks specialized, and it's not a SK tool past that I couldn't tell you.

Looks like maybe a band adjustment tool for and old (early 50's) automatic transmission.

I believe it is an older ratcheting line wrench. Matco makes a set and there are other manufacturers still making sets as well. Here are 2 from a company called Kellstrom.
