Is it only available online, or can this be bought at the local Home Depot/Lowes, etc?

Most parts stores like AutoZone carry it as does HF.

Here's where I've seen it near me:

Harbor Freight- 1 gal ~$20
Tractor Supply Co- 1 gal ~$20
Autozone- 1 QT ~$9


I *almost* bought a QT of it at Autozone, since I saw that it was cheaper than $20, then it dawned on me that the other places were selling gallons for $20- so I bought a gallon at Tractor Supply yesterday...

If Harbor Freight is close use a 20% coupon. Thats what I did and I have used about 1/2 gal of it this winter. Its dark brown after use but still working well. Keep a lid on your cleaning container.

How long does this stuff last? I assume you just pour it in a bucket and soak the tools in it?

Correct. If you use a seal container, tupperware in my case, it has an indefinite shelf life according to the EOR website. Unused, seal containers will stay good forever!

The way I use it is:

Pour into big TW container. About 1/2 gallon.
Soak tools for 2 to 3 days with lid tight on the TW container. (It actually works in about 15 minutes according to the label.)
Remove tools and clean/oil.
Pour EOR through a coffee filter into a secondary screw top container. (This takes a while as EOR is much thinker than water.)This removes the bigger pieces of junk that comes off the tools. The EOR is still discoloured a bit, but it works none the less.
After three FILTERINGS (4 uses) I get rid of it and start over. I've done roughly 300lbs of severely rusted tools and have used just over 1/2 gallon.
