I've picked up several Armstrong's of that type (though 1" or less) for $5-$15. I'd go about $25 shipped. The prices are pretty reasonable new, even from McMaster.

This must be a NASA contract wrench for that price.
If not i'd email the guy and ask what the wrench is made of because for that price it isn't "possible silver by the weight".
