Removing Garage Paint for VCT Application?

Do I need to try to remove the paint that has been applied to my garage floor before I install a new VCT finish? The paint was there when I moved into the house and it appears to be very worn. Can I just apply the new VCT tiles over the paint? I'm a beginner here so any info would help. Thanks

If it's very thin and worn, where as it looks as if the concrete is colored. You should be OK. But if it is thicker and looks like it could flake off of the floor, then yes you would need to remove as much as possible.
