I am looking for a tool that will allow me to clean the hub flange and the back of a brake rotor hat.

You can use a die grinder and sctochbrite pad. I use this 3M version because, it will fit over the wheel studs. http://www.thetoolwarehouse.net/p-140-3m-automotive-products-7547.aspx

Hmm, I'd prefer a hand tool if possible, but if the die grinder is the only option, I can live with that.

I've never seen a hand based product. The 3m tool works great in a cordless drill. Time is money so, I don't really see anyone using a scotchbrite pad to remove rust build up by hand but, that's just me.
