I would think something as simple as carriage bolts with double nuts and loctite would be sufficient. So long as your plate is harder to remove than the one on the next car you should be safe.

I would want to have a belt guard but beyond that don't really see any issues. It also depends on the kid (some kids can hurt themselves with a beach ball, other kids can work safe in a shop...
