That photo actually appears to show a rig constructed not for maintenance/repair, but for using the vehicle to power a pump or something similar. Note the drum in contact with one rear tire...That was done a lot, back in the old days.
Or perhaps it is an early chassis dyno!

if you have time to kill, check out shorpy.com. there are thousands of old hi-res photos to check out. Lots of dealerships, garages, service stations and the like. Here's one of my favorites:
