Why wouldn’t they just order the cord?
Because it won't even sell for the reduced price. They aren't going to spend any more money on them. I think every Lowes has one of these sitting out front.

It was a return. Has 8 miles on it but was missing the cord. Why wouldn’t they just order the cord?

I’m not in the market for one but what’s your reason for avoiding this vehicle with such low miles? My local Lowes tends to drop prices as the days or weeks pass in order to move large bulky items. If the vehicle was abused or visibly damaged then some precautions to purchase is merited but it looks ok in the picWow, that was a return, and an electric vehicle? I definitely wouldn't touch it.
$4 for anti-freeze? that's a great price!Zippo, Made in USA lighters, $8.97 marked down from $17 and change. Peak anti-freeze also.

"For those who see a higher price than what is listed:
This is a clearance item and will continue to fall in price as long as there is inventory in your local store. Once the last of them are sold, the price will show as full retail price again. It is hard to say when the price will drop since the stores get updated pricing reports daily but a good rule of thumb is that a clearance item's price will drop in ~1/2 every 1-2 weeks that the inventory remains in store.
Pro-tip:
If you see a, "N" under the barcode of a pricing label in the store, that stands for, "non-stock". This means that specific store will no longer carry that product anymore and it won't have a shelf space much longer (if it even still does). Stores want these items to move as fast as possible. If you see these types of items, ask an employee politely to speak to an Assistant Store Manager (or "ASM" as they will call them). If you are good with people and they want them gone, you can haggle with them and see what they are willing to drop the price to if you buy all, half, or most of a non-stock item.
Disclaimer: I worked as a product merchandiser for Lowe's for years. My job was to reset product placement, product displays, and verify floor layout accuracy according to corporate directives. My shop is filled to the brim with items I was able to get for ridiculous prices because of these tactics."

Same for me, went to pickup my on line order and decided to check the shelves . . . there were more available and clearance sticker said $14 and change. Rang up at $4.97.Update: the SPAX screws showed OOS and back to full price this morning on Lowes.com and brickseek, but there were 4 on the shelf in the store marked with the 7.97 clearance price.
Well, its a golf cart. Lots of people buy used golf carts. If i was currently in the market for a basically new golf cart, I would be be all over it. It will sell in the right location. I could sell 10 of those in a week for $6kWow, that was a return, and an electric vehicle? I definitely wouldn't touch it.

Down to $25 some places

Don't buy them yet! The MSRP on those CM magnetic accessories ranging from $21 to $41 with nothing to little sold, each Lowes with leftover inventory will be marking them down to clear them out. Decent magnetic accessories but way over priced and higher than HFI was in Plainville, MA yesterday...
They had one of those Craftsman PT holders left, on sale, but the discount wasn't nearly as good as @mrvm found:
