What if you removed one rafter tie, moved it closer to the wall, tied that rafter into the center rafter and added a short piece from the opposing wall to the piece you used to tie into the center rafter. You would have a large pocket where the top car can fit through on one side of the garage.

I thought about semi-gloss on the bottom for protection. Then I figured anything that I would do to the wall that would require protection, paint isn't going to protect it.

More like 6in off the ground for the base cabinets and storage lockers. I'm anticipating when I grind the concrete, those parts can be done by hand similar to the edges.
