Sure you can, but you would need about 12" of concrete with an anchor bolt surrounded by what they call a "Wilson Sleeve". It creates a void in the concrete in the top several inches of the anchor bolt, that will allow you to slightly tweek the anchors to line them back up with the lift's holes...
