The best bare metal primer is epoxy primer and it is a 2K primer. Southernpolyurethanes has an epoxy primer that has the red oxide look.

Metal can be shiny and sanded with 80 grit which most paint manuf. say is plenty of surface profile.

If you want an epoxy primer w/red oxide look try Southerpolyurethanes. They have one. I have used their black epoxy and really like it.

Sorry you're wrong the weep hole is there to evacuate air. It is not to get a pump to work in a system that it is to small for. The pump performance will not change with or without a weep hole. It will either work in the system or not; the weep hole prevents air lock. You have to size any...
