Luckily, this small of a tank is exempt from Federal EPA underground storage tank regulations since it is under 110 gal. I understand that if I dig it up I may have contaminated soil, but I don't plan to ever remove. Also, when I checked the fluid it was full, so with the lack of maintenance...
