I've had good luck with a breaker bar at the right angle with the handle against the floor or control arm, I cant recall. Had to resort to that because a few wouldn't come even with a good 1/2" impact.
is the surge noticeable anywhere else in the house? if you run the shower and listen to the pressure switch does it click at the same rate as the fluctuation?

how did you staff it? up here its hard enough to find one of each (painter prepper bodyman) let alone enough of a crew to turn out 16 cars a day.
it would of originally been a 3 wire red jacket pump that quit. whoever they called when they had no water installed a 2 wire and just used the control box as a junction box. could of been done for a simple enough reason as they only had a 2 wire in the truck when they showed up on the svc call.
