You can identify the socket from NEMA. Looks like a picture in the NEMA-10 section (which is discussing AC wiring):

For -small- drill bits, you can cheat.
Micro sizes: Precision Micro Chuck
Up to 1/8th: Mini Drill Chuck
The hex shanks should be gripped pretty well even if the three teeth don't come together all the way correctly on your chuck.

It's just a v-block made from wood. Making the 'Vee' can be done by cutting angles on two pieces of wood and gluing them together to form the v.
Odd angles just require more entertainment making the proper jig.
