The railroad up here buys used and beats the snot out of them. Then they have some from Danella leases. Then the other class 1 railroad in town has rel nice stuff. So I guess it depends on the railroad.

When I was on the job I used these a few times. I liked the ones that were pre made as double loops as opposed to this style. Somewhere I have a pair of the special cutters they had branded for them. We just used a big pair of dikes lol.
