I had an attached shop built in so dak last year. Thickened edge slab. MDU charged about 1200 to move the gas, they charged for time and machine use, distance didn’t seem to matter.
Power was ok to build over. Cable went from overhead to underground for no charge.

Chances are it just needs the air bled from the jack. Simple to do.
Twist the handle clockwise till tight then open it 2 turns and pump the handle fully a dozen times. Tighten the handle again and raise and lower the jack. Repeat process if needed.
Just had to do this to my Napa brand jack...
