    the broach marks taper out, so i'm thinking they aren't broach marks but gear cutter type machining marks, and someone set the depth wrong. to their credit, the slip fit on the splines is quite nice. you can see them tapering out in this picture, as well as the Not Deep Enough stress relief...

    if it's powdered, whoever designed the part needs more training. if you're machining the splines after a powder processed part you're going it wrong, and you don't get the root of the spline into the bearing surface unless your're post machining. anyway, the bearings are going to be replaced...
