When we built our house, an eight month long project, the inspector never once came by. My builder kept saying he hoped the inspector would come by so he could talk to him. As far as I’m concerned, the permitting/fees was nothing more than a shakedown/revenue generating scam run by the city.
If there’s not enough grade to drain it on the surface (which I would think would be unlikely), you could install subsurface drain tile. Install the Perforated drain tile on a grade to ultimately drain into a sump. Install a lift pump in the sump and pump the water wherever you need it to go.

I’m sure there is some space that is sacrificed with the pivoting drawers, but I wouldn’t say I miss it. I normally don’t pack drawers so full of stuff that it’s an issue. The drawers are still pretty good sized as they are.

I’ve got one. It’s the three bay workbench unit. No casters, with a 3/8” top with a back splash. I like the pivoting drawers. I think you could even stand in them without them bending. It’s definitely built hell for stout. It’s a nice addition to the shop. If you bite the bullet and buy one...
My thoughts would be it would work fine, but the higher the ceiling is the better. I think if it’s too low it will cause the space to seem small and dark.
I think your estimate on the price of a new garage is low too. I put up a 30x40 in 2008. No insulation, no heat. two garage doors, one man door. I did the electrical myself. And it was $25-30.
