You're going to need 8-12' of base layer more than likely. What part of Canada? HPB isn't a base layer. I'd do 3/4 or CA6 for a traditional base. You'll also want a driveway rated paver or they will crack.
If money was no object it would be torn apart and fixed. More looking for a temporary fix to keep the underside from deteriorating while money is spent elsewhere on the property. Eventually it will get fixed appropriately.
I think the term design is giving it a bit too much credit. Definitely a cobble job from a previous owner that was reasonably close to successful. Just trying to waterproof it without major surgery. You can’t see it from the ground, doesn’t matter if it looks like ****.
The trough is pitched so the water runs off. Snow and Ice I'm sure could be problematic, and an ice dam is certainly a possibility. It leaks in the summer and the winter.

Agreed, it appears grading the surrounding lawn would be the solution. It’s stuck on the driveway because the ground is in the way, not because it’s not flowing to the edge.
schedule 40 is pretty brittle from outside pressure. Schedule 35 drain pipe is what you want, its thinner, but gives with outside pressure instead of cracking. The drainage fittings are usually sized for drain pipe not schedule 40.
