is this brass torch piece suppose to come off to be clean or does it stay on the rod ?

its the part that the handle goes into i think

does anyone know if i am assembling this right

i have a old clayton blowtorch and the springs on it need replacing and i don't know what size spring to buy or if there is a kit i could use to get replacement parts
