I would be inclined to use something like a trepanning tool in the Bridgeport. You could use an adjustable circle cutter(they're basically a non-precision boring head) that will accept a 1/4" lathe bit. It's a pretty simple operation, unless I'm misunderstanding what you want to do. Oops, just...
