I am not sure. I think the concrete floor may have had some minor cracks or something. And the bubbles were there before i degreases. but the bubbles became soft. I was able to flatten out one of them with my thumb.

This really *****. I dont think i can epoxy the floor. I degreased the floor today. And used the etching cleaner that came with epoxy product. However, I noticed bubbles on my floor. Eventhough my house is new it was skim coated and if i get the skim coat wet enough i think it might fall...
