    Looks like an "vibration damper GN453", only the tip seems a bit different. Maybe handy for indoor/slippery floors, but i would rather go for a swiveling feet.

    Looks like a random leveling feet, did you buy it? Looks absolute mint, is that electrical box original Black&Decker on the side? Do you have a better picture of the mounting/backside of that electrical box?
