How about a 1x8 PVC board on the bottom of the wall laying on the new concrete. Then standard J channel on the block to finish off the trimmed siding. I think I'd glue the J to the block since it would be a real pain to get fasteners in behind the siding.

Yes the fire hazard w/ an attached is there for sure. The ways I have tried to mitigate that are;
