    JakeKohl - One permit is mechanical (obtained by the licensed contractor) and the other is the electrical (which I purchased as a home-owner doing their own electrical installation).

    Thanks CNGSaves - We kinda like it! I've had that whole sick feeling in my stomach over all of this. Can't wait until we get it resolved. We sure didn't try to pull anything shady, just homeowners trying to enjoy what we had built.

    Thanks jpinca, that's a thought -- but even though the inspector didn't want to see it, we kinda made him come in & look at it anyway to see if what he was saying really applied, so they know it's already in place & functioning. :(

    Thanks James, yeah, the city seems to be able to do what they want. I'll be sure to let everyone know how it turns out. We're just gonna get all our ducks in a row and have some strong arguments, then appeal to the city manager.

    Thank you ALL for your replies. I do believe we want to try to resolve the issue & not have it hanging over our heads, so I think an appeal to the city for a variance is probably the way to go (I hope!!!) Wish us luck! Thanks again for the feedback, it's much appreciated.

    True, True old wizard. I've got it set at 58-60 degrees out there right now & it's very comfortable. I think being all cement & only single rows of glass block for windows, that it will remain at the perfect temperature. It seems so efficient!

    Ambenz, I don't plan on ever selling. Just spent most of my savings on that new building. Sort of a dream come true kinda space ... the only other permits I might ever need are for a new roof on my existing home, but I'm not even sure if a permit is needed for that, I guess I'd better check...
