Not to drag up a zombie post, but I scored a very similar roll to the OP on ebay that just arrived. I was also missing the 1/4". But that was an easy score on ebay also.
I ended up with 2 sets of ignition plyers (proto) with one having initials engraved. I ended up with two 9/32" wrenches...

Basically you put a tire valve stem in the top of the bottle. You then modify the cap to run a hose down to near the bottom of the bottle and out to the fill/check port on...
