I don't have a hammer drill, can I get away with a regular high power one? How do I cover the holes left by the Tapcons? (in the wood)

It's actually both, but most of it is mortar to fill the holes of the concrete block, just done very sloppy.

Sorry one more quick question. What did you use to attach the cap and the side piece to the concrete/cinder-block? Thanks!

What can I use / How do I finish the enlarged concrete baseboard section? The garage slops down so it's not even the same height from the front to the back of the garage. Just paint? Foam insulation and MDF? I will obviously need to clear off the top of the cinder-blocks to make it flat, any...
