I use 309L-AP Select Arc with 100% CO2 to weld SS to regular steel. Never used this on exhaust but the stuff welds great.
It sounds stupid BUT If the front casters ****, make sure that the bolts aren't too long to hit the yoke. Even if they are close, under some weight they may still hit.

"Bestine Solvent and Thinner" has always been great for anything that Acetone couldn't get off. Its pretty mild stuff but works great at removing anything like rubber cement.
To re-attach it, use a two part epoxy meant for glass. The "Loc-tite" and "JB Weld" brands have plenty of options.
If you are worried about how a saw blade would react with plastic, then use a grinder with a cut-off wheel. Its not the prettiest cut and a bit messy but use the proper PPE. Afterwards clean it up with a sanding block or a file.

I bought a pressure washer many years ago second hand, it has a Honda engine on it with a 4gpm Cat pump ... Its got some serious balls to it. From what they say, those pumps have 9 lives, you can rebuild them many times over.

Sounds stupid but check your hardware interfering with your swivel casters, especially any flat washers that may creep and interfere with your swivel clearance.

Check that your caster plates are level to the ground and not cocked at an angle.
Another good use for Brakleen (red can above) is to remove road tar from a car body. My truck got some on it from the previous owner and this took it off quick. Its getting repainted anyway so I wasn't concerned about it ruining the clear coat. To my eye it didn't damage it. Use it at your risk...
I have been on a search for a specific toolbox lately to finish a project of mine (HF end cabinet, the older style 16" wide I believe) and I have come across a TON of "Snap On" boxes that were anything but.

I'm in the process of hooking up the lights I added to my truck and I just always run a good solid ground back to the battery if I can. Just saves frustration down the road.
The horn on my civic stopped working years ago ... Turned out to be a bad ground, so I sanded some paint off the frame...
I have always been a fan of the Benjamin Moore DTM High Lustre. Used it on my welding table and its been holding up well. Cost me about $50/gallon which is a pretty good price. Any true 'paint store' should have it. Good solution for painting metal without a primer or anything too exotic.
