I'm not a boat expert, but....Is there support material behind the fiberglass that you could screw into? What is the thickness/material of the seat bracket? I don't see a 1/16th inch rivet joint lasting long in fiberglass with the weight of a person shifting around on it.

Can you specify which component broke? Was it the fasteners or the hanger? So do you need to replace both fasteners or just one? Either way, if you cannot access the reverse side of the joint in order to clamp up on the joint using a bolt and nut, you could use a blind rivet of the second sort...
