the horizontal 2x4's are basically flying in the wind. If you put a jack stud under each horizontal 2x4 all the way to the floor it would transfer the weight all the way down to the floor.

Bears. M F Bears. They get into the compost we put in yard waste and the trash. 3 of the 4 bins used we stay inside all the time anyways, I figured let me make a proper area for them.
We haven't had an odor issue in the years the cans have been inside, but can always put freshners in that area.
