Problem fixed: looks like carbon build up cause reeds to not open and close properly. Clean it up along with all the gaskets and piston head. Full pressure now. Thank you to all the suggestions.

Hope someone can help here... I have Craftsman air compressor model 921.166360 that I infrequently use. The motor sound weak and will only pressure up to about 20lbs psi then shut off. I just changed the oil but that did not fix issue. What can be the culprit?
