You could have a bad check valve or unloader valve. See if the pump discharge line is holding pressure or if its empty. If there's not pressure in the hardline from the pump to the tank, then test the capacitors with a multi-meter to see if they're in spec. If they check out then its time to...

A compression test requires a schrader valve. A leak down test requires there not be a schrader valve. There is a release valve on a compression tester to release the contained pressure. On a leak down tester the regulator bleeds off the pressure when you dial it back down.
