Can lowered airflow cause icing on the outside unit? Definitely yes!! Check your filter also. I’d leave that door open and see if that helps. Dirty air filters can cause icing. You should be able to hear the reversing valve kicking in when going from a/c to heat mode.

My compressor is smaller than yours, only 45 gals with a 2 hp motor. I do have one orbital sander but my compressor runs constantly. Air ratchets, nailers work fine but any kind of sanders are a no go, plus electric sanders have more torque.
