    The brass one is most likely a metal work shop class project. The steel one is a very common pattern of jewellers anvil. Most however have stake on the bottom that goes into a wooden or cast base. Versions are still made today.

    Give the heads a coat of BLO as well it doesn’t change them and it stop them rusting. I use straight BLO on my antique tool collection and Blacksmiths mix on my Forged work BLO/Beeswax/Turps.

    Self priming paint vs primer and paint

    I don’t know if either primer & paint or the two in one can go directly on metal without an etch primer. When I tried skipping the etch primer on my drill press it chipped/flaked off. I don’t really have an answer to your question but maybe have expanded the question.

    Unbolt the vise from the swivel plate first. You maybe able to find another plate on a damaged vise. I also agree with the post above.
