Hot water usually works best for these fittings. Dip the tubing end for 20-30 seconds and maybe use a little soap or silicone spray. PE tubing gets really stiff when cold.
Just sealing those spots probably won’t last long. The concrete underneath looks weak/dusty, which is likely why the epoxy failed in the first place. Best temporary fix is to grind the loose areas clean and patch with a cheap epoxy kit instead of just using sealer.
Honestly I can see the appeal. Being able to quickly check the water level, float position, or whether the pump cycled recently without removing the lid seems useful to me. I would probably go with acrylic over polycarbonate for this application too.
