Try bumping the dispenser with the heal of your hand while the key is turned. I have found some of them hang and are stubborn to open even after the lock is unlocked.

According to the picture you posted, it looks like as mentioned above, a flat head screwdriver should work. But if you are looking for a key, check out the following link, they aren't very expensive and you could order a few different styles to find the one that works best...
