I wanted to update the thread. I purchased a new pump, 5 gallons of hydraulic fluid and a filter. I installed it today and the lift is working fine now. It was the pump like I suspected the total cost to repair was about $300 to get it running. Thanks for your help.

This is only my opinion, but instead of investing the time and money installing a lower ceiling use the money to insulate the building would be better option if your concerned about the heating and cooling the space. The cost difference with installing lights may not be much more with a 14 high...
