You really need to look for solvent free. Even it the Epoxy says its 0 or low VOC that doesn't mean it doesn't contain solvents. I would look at the 2 component water based epoxy. You can broadcast chips into this and later top coat with a good 100 solids Polyasaprtic with no solvents. Good...
