That's fair, but possibly easier said than done. I started by trying to build a trailer for my property maintenance tools, and keeping my boat tolls at the boat/marina/boatyard, but ended up having disaggregated sets of tools, with the wrong stuff at each spot.

The boy (11y.o.) helped me refinish a set of change gears for the lathe. We soaked them in vinegar overnight to loosen up the rust, wire brushed them to help it out, soaked them in baking soda brine to neutralize, air blew them dry, taped the bores up, flit canned them with some rustoleum hammer...

If you are going to go with a metal cart, look up overhead projector carts. They usually have several shelves, dependable casters, and the new ones are only ~$100. I even got on with an integrated power strip. Sent from my iPhone using Garage Journal

I can likely change grade around most of the foundation, but the front is partially on grade with the driveway, so rain stacks up despite a sewer drain being five feet in front of the wall. Interestingly enough however, even though occasionally water will come into the garage under the plates...
