Yes, this room is below grade, below the porch. I don't plan on heating the room but will be cooling it as the plan is to convert it to a wine cellar.
I assumed they were for ventilation but did not know what effect drywall would have on them.
Just framed a room below grade and these two holes are in the concrete wall.
Does anyone know what their purpose is? More importantly, can I cover them with insulation and drywall?

I agree with the quote above. It is the difference between a 3 or 4 car. My lot dictated my size and since I wanted living space above 40W better suited my needs.

I am assuming OP has winter and summer tires and rims. Alot of people don't want to expose their nicer rims to the salt and grime of winter. ZR rated tires also don't like cold weather much...
