I dont think drilling one hole for a padlock shaft would ruin the wheel. Your never going to make it unsteelable. Your best bet it to make it harder than someone elces

I know its an old post but it still may help someone. If you make the wheels so they don't turn, like a lock through a spoke. The thief would have to literally drag all the weight of the box. This along with the box being chained down may just deture him cause of all the work involved.
