I used a floor scrubber on my RaceDeck once and it worked pretty good. It had a beater type brush though similar to a vacuum cleaner. I just went over it quickly with a diluted simple green solution and came quite clean. I'm not sure I would trust and orbital model though.

UCOATIT is a good product, but my experience is hydrolic pressure will lift epoxy coatings over time if no vapor barrier is present. I just finished removing a Polyurea coating job I did over new construction with a damaged vapor barrier.

You can use diluted ammonia 1:4 with water or baking soda to neutralize the acid. I agree with Hammerdown on 48 hours. New concrete should cure 30 days before you apply a coating.
